Meeting
was called to order by the General Chair at
7:40p.m.

Officer Reports
General
Chair: Sue Griffin
- Reminder: House of Delegates Meeting is October 5th. The October Board Meeting will precede
the HoD meeting.
- A full report of the
USA-Swimming convention will be given at the House of Delegates, but two
notable items are:
- The “Double the Dues”
Membership Dues Increase proposal passed so fees will increase beginning
with the 2004 (September 2003) registration year.
- The New Club Member
process was also passed which has more requirements for prospective
clubs. Although, many specifics
regarding the requirements are still unclear.
Administrative
Vice Chair: Joel Shinofeld
- MSI Bylaws passed at
the House of Delegates were approved by National.
- The Oregon LSC Policy
manual will be used as a model for our manual.
- The 2003 Central Zone
Championships will be held in Indianapolis.
- The Sectional
Championship Series meets will now include athletes with disabilities.
Senior
Vice Chair: Dennis Dale
- Deferring convention
news to the House of Delegates meeting.
- Tom Malchow was 2nd
at Nationals, but won at PanPac.
- Jeff Hackler was in
the 100 Breaststroke at Nationals
- Keri Hehn qualified
for the World University Games 2003
- University of
Minnesota won the 800 Free Relay at Nationals
- Katie Braun of Team
Foxjet qualified for a 2nd event at Nationals.
Age
group Vice-Chair: Cathy Thwing
- A host for the Senior
State Championships is still needed.
- David Braun will not
be attending the Central Zone Championships due to the conflict with
Nationals
Finance
Vice-Chair: Dave Hulit
- Year to Date Report is
complete
- 2002-03 Budget to be
presented at the House of Delegates was outlined and discussed. Several changes were suggested. Dave will attempt to accommodate them
in the final presentation.
Senior
Athlete Representative: Blair Buccicone
- Will run for General
Chair at the House of Delegates election.
- Encourages clubs to
get their athletes involved in their local board of directors.
Junior
Representative: Chad Krastins
- Complimented Blair’s
performance at the National Convention and threw his support behind Blair
for General Chair.
Senior
Coach Representative: Paul Lundsten
- The USA Swimming dues
increase was passed at the National Convention.
- The new club approval
procedure / process also passed.
Junior
Representative: Jean Freeman
- Club Excellence
process will be outlined at the House of Delegates meeting.
Ex
officio General Chair: Bob Pearson
- Encouraged those
Chairs (Board of Director positions) who are elected to lead an actual
committee of volunteers rather than trying to do everything themselves.
- Suggested an ongoing
bylaw committee.
- Recommended a website
information process be developed.
Technical
Planning Chair: Rocky O’Neill
- Upcoming topic to
explore: use of / acceptance of non-conforming times at A/B/C Finals
- Standardized meet
information is now available for use.
Safety
Coordinator: Kathy Czuprynski
- Safety Training for
Swimming Coaches Challenge course deadlines are approaching.
Officials
Committee Chair: Michael Bougie
- There are a total of
127 Officials: Certified Referees: 38; Certified Starters: 16; and Stroke
and Turn: 73.
- Long Course State Meet
was still too long.
Legislative
Chair: Betsey Aby: Not Present / No Report
Adapted
Swimming Chair: Marlene Goblish
- Three Minnesota
swimmers took part in the Central Zone Championships Matthew Ellenberger,
Annessa Kemna, Sarah Galbrecht.
- The National
Disability Championships will be held at the U of MN Aquatic Center in
June of 2003.
- Justin Zook from Mach
3 Flyers and Annessa Kemna from Mound and International School of MN
qualified for the World Team and will compete in Argentina in December.

State Meet Evaluation:
- Michael Bougie: “Still
too long.”
- Rocky O’Neil: Reported that he had heard
complaints about the meet event set-up even before the meet started and
then he recapped the event
participation.
